For « Santiago Solidario »SANTIAGO. - The Senatorial Office of this province made gift to the Committee « Santiago Solidario » of the funds it received in September from the Congress to invest them in social plans.
The funds were received by the president of the Directing Council of « Santiago Solidario », Monsignor Ramón Benito de la Rosa y Carpio, who delivered the money to the director of the Civil Defense of the province, Francisco Arias.
The funds received by Arias will be used for the acquisition of the equipment and necessary materials used by the Civil Defense in the shelters set up for the emergency situations.
« Santiago Solidario » is a corporation of citizens which is composed by 30 representative public and of the civil society institutions, which act together to ensure an effective coordination in the process of evacuation and re accommodation of the families in case of natural disasters.

Inter-city trafficSANTIAGO. - The National Union of the Transport Workers (CNTT) put into force yesterday new reductions among 3, 5 and 20 pesos, on the courses of the interurban transport which covers the communes of this province.
The announce was made by the spokesman of the CNTT, Melitón García, who explained to the press the conditions of the drivers to apply a fall in the prices of the courses and on which roads they would be effective.
Among the interurban roads which underwent a fall of 3 pesos, there are those which connect Santiago with Sabana Iglesia, El 5 de Baitoa, Matanzas and La Jagua.
While those benefiting from a fall of 5 pesos are those which go from Santiago Licey to Tamboril, Pedro García, Navarrete and Villa González, Moca.
He said that the reduction of the tariff was applied in the majority of the vehicles which use gas oil and in those which receive a subsidy of the Government.
In the case of interurban transport, the reduction took only place on the roads controlled by the CNTT.
Other roads of the urban and interurban transport are also on the point of applying a reduction of the tariffs.

Daniel Llarens, Argentinean expert, spoke in SantiagoSANTIAGO. - An Argentinean expert ensures that the Dominican Republic is the country with the world highest level of electrical fraud, which added to the deficiency of the cashing of the service, produced a crisis in the sector which affects the national productivity.
Daniel Llarens said that following this crisis, the price of the electricity service had increased and had been transformed into a load for the Dominican government which was obliged to subsidize the power consumption of the great majorities.
He ensured that the robbery of electricity transformed into the greatest failure underwent by the Dominican electrical system, situation which will prevent a solution to the crisis affecting this sector.
He said that the robbery of electricity and the lack of payment obliged the distributors to sell an expensive and defective energy; this is why the load falls down on the government and the company managers, who moreover, must invest in their own power generators.
He said that for all these reasons, the Dominican Republic underwent the consequences of a sector crisis; this is why the country needed to have an effective energy supply and a price which makes it possible to strengthen its competitiveness as country.
Llarens made this evaluation on the electrical crisis by taking part as principal speaker to an informative forum on this subject, which took place at the Pontifical Catholic Madre y Maestra University of Santiago, organized by the National Council of the Private Companies, in order to find solutions to the electrical problem of the country.

Celebration of the 164th anniversary at Collège Padre Emiliano Tardiff in SantiagoThe Dominican Constitution celebrates the 164th anniversary of its birth in the middle of a controversial and broad process aimed at a reformation in which one part is arguing for a Constituent Assembly and the other argues for a National Review Assembly.
The proposed reforms to the Constitution, submitted by the Executive Branch, for the 38th time since 1861, a year in which it was modified three times, touches on a number of important points, including the Central Electoral Board (JCE), the Judicial Branch, the unification of the elections and the theme of re-election.
On the question of the proposed changes to the Constitution, there is a great deal of debate among the political parties, the civil society, the Justice Department and the JCE.
On the issue of the Electoral Board, the proposal is that the electoral system would be governed by two entities - the JCE and a Higher Electoral Tribunal.
The suggested changes to the Judicial Branch consist of the creation of a Constitutional Chamber to deal with issues of the constitutionality of laws, which has generated some conflict, since the Chief Justice of the Supreme Court, Jorge Subero Isa, wants the Constitutional Chamber inside the Supreme Court.
He feels that if such a court were created outside the SCJ, political interests would dominate the Dominican justice system. Another aspect that is under scrutiny is the phrase « never again » that refers to presidential re-election.
The current Constitution rules that the Executive Power is carried out by the President of the Republic, elected each four years by direct vote with the option of a second, consecutive and unique constitutional term of office but « never again » can a President run for office, or that of the Vice-President.
The reform wants to allow the President to be allowed to run for office after one term out of office. On the issue of unifying the elections, the proposed changes consist of holding the elections on the second Sunday in May, every four years, to elect the President, Vice-President and all congressional and municipal candidates.
Each election would be separate. For the creation of this reform package, the President put the question to the National Dialogue process that consisted of a series of public hearings, before preparing the draft.
Constitution Day will be celebrated with a holiday on Monday, 10 November.

Assistance to 46 thousand people in two yearsSANTIAGO. - The Community House of Justice developed a lot since its creation by offering its services to 46 thousand people during its first two years of existence in the district of Cienfuegos of Santiago.
This information was made public by Mayra Hernández and Jose Jáquez, the two representatives of the Community House of Justice, which is situated Calle 7, house number 22 of the sector of Cienfuegos, in the town of Santiago.
Its principal actions relate to information disclosure, education and to bring together the Community House of Justice with the Community in order to make known its services of justice and legal assistance to the population.
The Advisory Council meets to assess the progresses of the institution, to revise the work, to follow the meetings with the mayors of the zone of Cienfuegos, useful to reinforce the links and to coordinate work between those and the House, to organize meetings with the Open University For Adults UAPA in order to coordinate the tasks and to integrate students into the work of the Community House of Justice.
During its first two years of operation, the Community House of Justice received the visit of personalities, among them the chief of the Executive Power; the Fiscal of La Vega, USAID delegations of the United States accredited in the country, as well as that of the President of the Deputies Chamber, Julio César Valentín; of the President of the Justice Commission of Participation of the Citizens and the visit of organizations’ representatives of the Community, among others.
The principal conflicts resolved during these two years and which are treated initially at the Center of Reception and Information (CRI), were relating to:
Jáquez informed that the Community House of Justice of Cienfuegos is the first in the country and the Caribbean.
It is the first legal organization of the world which is managed by the civil society. Similar projects exist in Argentina, in Colombia and in Ecuador but they are directed by the Superior Courts of Justice, the attorney offices and the town councils.
Cienfuegoshas the privilege to have a Community authority and a system of justice which in the future should transform the behavior of the citizens and their form of cohabitation, creating the bases for a culture of peace and a life without violence.

Both directions of the Santo Domingo-Santiago highway will be closedSANTO DOMINGO.- The Public Works Ministry today said it will close on Saturday both sections of the Duarte highway 42 kilometers north of the Capital, near the town Villa Altagracia, to install a pedestrian bridge in the community 30 de Marzo.
It said both directions of the Santo Domingo-Santiago highway will be completely closed from 6 a.m. to 10 p.m. Saturday.
In a statement, Public Works advises motorists who’ll use the Duarte highway to follow the signs and use the detour to enter Villa Altagracia, and then return to the main road.

Under the direction of Dr. Jean Wisly Saint HilaireThe Jose Maria Cabral y Baez Regional University Hospital has decided to open a special unit to treat the increasing number of patients who are sent to Santiago for treatment from medical centers in Haiti.
The office will operate under the direction of Dr. Jean Wisly Saint Hilaire.
Many of the Haitians treated at « Cabral y Baez« live in Santiago, but many others are sent from medical facilities in Haiti for specialized care.
According to Dr. Saint Hilaire, a graduate of the PUCMM Medical School, The project has provided foreign patients, especially Haitians, with better access to medical services, because previously they did not know where to go for health problems, and besides that they had difficulty interacting with doctors and paramedical staff who did not speak Creole.
Saint Hilaire explained that he was hired by the hospital because of the large numbers of Haitians who arrive seeking medical care.
As the doctor explained to reporters from Listin Diario, his job is to ensure that the doctors understand their patients, since many either only speak Creole, or come with references from Haitian medical facilities written in French.

For the rent of class rooms in SantiagoSANTIAGO. - The secretary of Education, Melanio Paredes, informed that he paid 198 thousand pesos to the owner of the premises where a school is located in the city of Santiago, after the owner having yesterday morning expelled 400 students and the teaching personnel because of non payment of the rent.
Interviewed by phone by El Nuevo Diario, the civil servant explained that he asked the regional director of Education, Clement de la Cruz, to make effective the payment to the owner of the premises, so that the rhythm of teaching is not disturbed.
On his side, de la Cruz said it was an unjust action of the owner of the premises of the San Carlos College to throw
the children out, as he was informed that the check was signed and the payment made.
This Tuesday, tens of students, professors and personnel were expelled by the owner of the premises where the classes took place, because the Secretariat of Education had not paid the rent.

Technical training programThe Head Office of the Community Development (DGDC) and several companies of Santiago set up a technical training program, this being part of a project aiming at training technicians and workers, key factor to obtain a quantitative and qualitative output in the production.
The sub-manager of the DGDC, Beraldo Peña, stressed that the objective is to adequately train the workers so that they are working at equality with the projections which are recorded nowadays in the technology field.
He declared that the plan started with the training of the people who work in the sector of pastry made in Santiago, a way of guaranteeing a technical work to obtain a production of total quality.
He underlined the support which the DGDC receives from Fabril and the Bocell group, companies which coordinate with this organization all the educational projects in the area of the Cibao.

The infrastructure will reduce the environment pollutionBREAKING NEWS: SANTIAGO.- The Chapter house of the local municipal council approved a loan of 8.5 million pesos to conclude the building work of the first stage of the embankment of the dump in the Rafey sector.
The majority of the funds will be given by a saving and loan association in order to buy the equipment, for the construction of the access ways to the embankment and for the lighting of several sectors of the project.
The first stage of the embankment begun in June 2006 carried out by the municipal town hall through the Hygiene Corporation of Santiago (CASA).
The mayor of Santiago, José Enrique Sued Sem, said that the waste disposal will be possible thanks to the new system of containers and specialized OMB units, which in addition to gathering solid waste will allow the packing washing.
The accumulation of the refuse is one of the main issues of Santiago, although the town hall pays three private companies to take care of the urban hygiene.
With these companies, the town hall of Santiago had an agreement to pay 280 million pesos, on a debt of 400 million, with the commitment that collectors improve their service, which did not occurred.
In Santiago, an average of 800 metric tons of refuse is produced daily, of which only 700 tons are gathered and poured in the Rafey dump.
